  • Romania To Purchase Secondhand F-16s

    BUCHAREST, Romania - Romania will purchase 24 secondhand F-16 fighter jets in an effort to revamp its Air Force, the country's Supreme Defense Council (CSAT) announced March 23.

    "Since Romania does not have the necessary resources to buy new multirole combat aircraft, the CSAT has approved the defense ministry's proposal to purchase 24 secondhand F-16 jets," the Council said in a news release at the end of a meeting headed by President Traian Basescu. "The decision will be submitted to Parliament for approval."

    The Lockheed Martin-made jets will replace the aging, Soviet-made MiG-21 Lancer aircraft now used by the Romanian Air Force.

    No details on the cost of the purchase were immediately available.

    Romania has long mulled the purchase of fighter planes but has delayed the decision because of a lack of funds.

    In 2008, the defense ministry had argued that buying secondhand F-16 jets would enable Romania's armed forces to enjoy greater inter-operability with other NATO states.

    At the time, military sources had said the secondhand jets would cost a total of $800 million, while purchasing 24 new ones could cost $3.5 billion.

    Apart from the F-16, Romania was also considering purchasing Swedish-made Gripen jets (Saab), Eurofighters (EADS, BAE Systems and Alenia/Finmeccanica) and French-made Rafales (Dassault).

    Si ,dans les années à venir, les glaces de Ben & Jerry et Haagen-Dazs inondent le marché mondial avec toutes sortes de variétés à base de fraises, cela signifie que les Roumains ont réussi leur troc… à base de fraises.

    Romania to Buy 48 Used and New F-16s as Lead-in for JSF

    Romania has finally opted for a mix of used and new F-16s to replace its MiG-21 Lancer fighters, and hopes to eventually move up to the F-35 JSF. (Romanian MoD photo)
    National Defense Minister Gabriel Oprea presented, during the meeting of the Supreme Council of National Defense (CSAT) held on March 23, 2010, a statement on the Multirole Aircraft Program of the Romanian Air Force.

    Given that Romania does not have the financial resources necessary for the acquisition of new multirole aircraft, CSAT has approved the Defence Ministry’s proposal to acquire 24 used F-16 aircraft. The proposal will be submitted for discussion and approval by the Romanian Parliament. The proposal to purchase F-16 aircraft was made by the Romanian Air Force’s General Staff, and is based on an in-depth analysis of the missions which the aircraft is required to carry out, and on the long-term strategy to integrate the fighter aircraft into this category of forces.

    Minister Gabriel Oprea also presented CSAT members with information regarding the implications of the retirement, in coming years, of the MiG-21 LanceR fighter aircraft which currently equip the Romanian Air Force.

    The implementation of the Multirole Aircraft Program is part of the strategic partnership between Romania and the United States of America, and the option to purchase F-16 aircraft is part of the Air Force Staff’s strategy of gradually developing operational capabilities, with the ultimate goal of acquiring the F-35 Joint Strike Fighter.

    In this respect, the strategy set out the following steps:
    - An initial stage involving the acquisition of 24 used F-16 Block 25 aircraft;
    - An intermediate stage involving the acquisition of an additional 24, new-build F-16 aircraft of the Block 50-52 version;
    –A final phase involving the service introduction of 24 F-35 JSF aircraft, which will replace the first batch of F-16 aircraft originally purchased.

    The F-16 is a multirole aircraft capable of performing missions for the defense of airspace, strike missions against land and sea targets in all weather conditions, by day and night, and reconnaissance missions.

    Its equipment configuration meets Romania's defense needs and allows the commitments undertaken within NATO. The F-16 is a tactical aircraft whose performance has been tested in combat, and has successfully carried out missions during operations in Iraq, the Western Balkans and Afghanistan. All these technical features and performance at the highest level meet the initial operational requirements of the Romanian Air Force.

    The purchase of used F-16 aircraft will be subject to an agreement between the governments of Romania and the United States. Project value is approximately US $ 1.3 billion, broken down as follows: 24 refurbished, updated and fully equipped aircraft; technical assistance for a period of 3-5 years; and a logistic support package including flight simulators, training, transport, adaptation of ground infrastructure, ammunition, weapons and administrative costs.

    Personnel training will be carried out in the United States to U.S. Air Force standards, to achieve the required operational level and the full implementation of this system’s capabilities.

    The aircraft to be purchased by Romania are in service with the US Air Force, and have a remaining lifetime estimated at 10 to 15 years since (2500 to 3500 flight hours per aircraft.)

    The first aircraft will arrive in Romania in 2013.

    24 + 24 + 24 …. $$$$$ !!!!!
    Vous n'allez pas me dire qu'il n'y avait pas matière d'offres acceptables de Gripen, Rafale ou Typhoon tout de même !!! Et en respectant plus ou moins l'enveloppe et les délais …
    De plus dans ce cas de figure, les M2000-9 sous réserve de conclusion EAU (ou des F1 AdA, des Gripen leasing …) auraient très bien pu faire le tampon …

    Maintenant pour tout çà, qui joue la banque ? Ben les USA pour sûr, qui engendreront de plus les intérèts …
    Et pendant ce temps, l'UE continuera à aider à financer une partie du développement de la Roumanie !
    Bref y'en a qui vont travailler et glanner, et les autres dindons qui vont colmater les trous …
    Feraient mieux de construire des orphelinats dignes de se nom, et avec leurs fonds propres les roumains …

    Et puis si la crise dure un peu trop, l'UE ou le FMI voleront au secours des caisses roumaines … Comme pour la Grèce …
    Mais les pilotes s'en ficheront, ils voleront en block52 ou en F35 flambant neufs ….

    C'est pas juste ……….. Pôvre Europe, bien du plomb dans l'aile …. Juste là pour les besoins !

    Les investissements roumains pourraient s'élever à 1 milliard d'euros, a estimé Niels Schnecker, un analyste financier américain et ancien pilote de F-16 travaillant en Roumanie. Ils devraient aider la Roumanie à s'intégrer davantage dans l'OTAN, dont elle est devenue membre en 2004, a-t-il estimé. Pour lui, il ne s'est pas agi d'un choix entre les Etats-Unis et l'Union européenne, que la Roumanie a rejointe en 2007."

    Donc c'est comme les tel portables maintenant …. Tu prends le forfait (MCO/formation/maintenance), on te donne le tel (F16 block 25) …
    Pour le prix, d'autres sources donne 800 millions d'euros (les forfaits :D ) !!!! Comment lutter face à ce dumping …
    Par ailleurs, finalement les roumains non pas tout à fait tord de s'en priver !
    Mais la "case" F35, en sus des F16 block 50 ou 52, … Là c'est osé ! (sens "oseille") :roll:

    De la seconde main pour la Roumanie

    Le gouvernement roumain, qui n'a pas les moyens d'acheter des avions de chasse flambants neufs devrait soumettre au vote du parlement une proposition d'achat de 24 avions américains d'occasion de type F-16 afin de moderniser l'armée du pays.

    Le gouvernement américain serait disposé à donner gratuitement ces avions, tandis que la Roumanie investirait pour les remettre aux normes, formés les pilotes et moderniser les pistes de vol.

    Incroyable ce revirement de situation, d'abord du neuf (48 puis 24 appareils) ensuite du second main (toujours 24 appareils) et maintenant carrément du gratuit, ça en dit long sur l'état budgétaire de la FA transylvanienne où l'armée de terre est prioritaire sur le plan national.

    Ce qui est curieux ce que la Roumanie dispose encore de 15 MiG-29 A et 3 MiG-29 UB qui sont stockés sur la BA de Boboc depuis 2003, pourquoi ne pas les remettre à niveau avec une avionique israélienne comme les MiG-21 LanceR, ce qui serait économique rentable vu le maigre budget et la Roumanie garderait une très bonne capacité défensive et offensive significative.

    According to the Romanian Ministry of National Defence (MoND), the country has now decided to gradually end the era of the MiG-21 by replacing them with an initial order for 24 F-16 fighter aircraft of the US Air Force fleet. Within the framework of Romania's Multirole Aircraft Programme, an intermediate stage will involve the purchase of an additional 24 F-16 of the Block 50-52 version and is expected to be followed by the procurement of 24 F-35 Lightning II fighter aircraft, replacing the first batch of older F-16s. The latter are expected to have a remaining lifetime estimated at 10 to 15 years. While the first F-16’s are scheduled to be introduced in 2013, the future fighter aircraft programme, recently detailed in a statement by National Defence Minister Gabriel Oprea, schedules the introduction of the Joint Strike Fighter (JSF) around 2025.

    However, the decision has not been welcomed by everyone. In particular Swedish aerospace group Saab was surprised by Romania’s decision. The company hoped to sell its Gripen multirole fighter to Romania.

    Smith emphasised Saab’s “generous” offer which includes a 100 per cent offset agreement. “We are guaranteeing offset which will bring investments and create tens of thousands of new jobs. The US is promising nothing. In a period of economic crisis, this is simply outrageous,” Smith told the press.

  • Les Roumains avaient le choix : soit poursuivre le programme Lancer pour leurs MiG-21, soit moderniser leurs MiG-29. Ils ont choisi la première option.

    Maintenant, cela fait bientôt huit ans que leurs MiG-29 pourrissent à l'air libre. Les remettre en état coûtera cher. De surcroît, il s'agit d'appareils désuets, des MiG-29A downgradés. Je ne sais pas si le jeu en vaudrait vraiment la chandelle.

    Pour le F35:
    Suggestions concerning the F-35 were probably vanity talking. Romania has a proud cultural history, but its economy hasn’t yet caught up to the $70-100 million per plane cost of the F-35 JSF. The truth has always been that leases or used aircraft from other countries were Romania’s only realistic options. Its possible choices also tend to narrow down to the lightweight medium fighter segment, in order to achieve even the 24 modern fighters desired, in return for the kind of money the country will want to spend.

  • J'ai l'impression que certains doutent du fait que les roumains annoncent avoir choisi in fine le F-35. Pourtant, la news que j'ai postée vient pourtant du ministère de la défense roumain himself. Si on cherche à savoir quel est le choix de la Roumanie, on peut pas faire plus direct comme source (donc pour moi, exit les RIA Novosty, DefenceIndustryDaily ou encore 20mn ou Metro …).

    Quant à savoir si les roumains ont les moyens de leurs ambitions ou non c'est autre chose. Réponse dans quelques années quand il s'agira de passer des F-16 block 50/52 au F-35.

    En attendant, faire passer ses pilotes du Mig-21 (même Lancer) au F-35 en passant par le F-16, ça me paraît être un choix assez logique : passer du Mig au F-35 aurait sans doute été une autre paire de manches.
