Brazil - UH-60L BLACK HAWK Helicopters

WASHINGTON — On September 26, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Brazil of UH-60L BLACK HAWK Helicopters as well as associated equipment and services.

The total value, if all options are exercised, could be as high as $525 million.

The Government of Brazil has requested a possible sale of 15 UH-60L BLACK HAWK helicopters with 30 T-700-GE-701C engines, 2 spare T-700-GE-701C engines, external and internal fuel tanks, warranty, internal and external hoist kits, weather radar, spare and repair parts, tools and support equipment, publications and technical data, personnel training and training equipment, contractor engineering and technical support services and other related elements of logistics support. The estimated cost is $525 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been, and continues to be, an important force for political stability and economic progress in South America.

Brazil needs these aircraft to fulfill its strategic commitments for search and rescue and self-defense within the region without being dependent upon assistance from other countries. This procurement will upgrade its air mobility capability and provide for the defense of vital installations and close air support for ground forces. Brazil will have no difficulty absorbing these helicopters into its armed forces.

The proposed sale of this equipment and support will not affect the basic military balance in the region.

The principal contractors will be: Sikorsky Aircraft (United Technologies) Corporation of Stratford, Connecticut and General Electric Engines of Lynn, Massachusetts. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of two contractor representatives to Brazil for a period of up to two years.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

The Gripen Next Generation (NG) fighter is among three aircraft under consideration for the Brazilian Air Force.

Saab responded to a Request for Information (RFI) from Brazil in August regarding Gripen. The Brazilian Air Force has announced on its website that the ongoing procurement will concentrate on three alternatives:

Saab’s Gripen NG

Boeing’s F-18 E/F Super Hornet and

Dassault’s Rafale


In 2014

The website also states that the procurement is for 36 aircraft with deliveries set to commence in 2014.

Saab is prepared to cooperate with Brazilian industry, sharing expertise and transferring technologies. The bid is supported by the Swedish government.

Embraer has awarded Elbit Systems an approximately $67 million contract for the development and prototype phase of an avionics upgrade to the Brazilian air force's Alenia/Embraer AMX strike aircraft.

The companies will prepare two prototype aircraft to support the modernisation programme, says Ran Hellerstein, executive vice-president of Elbit Systems - Aerospace, who adds: "Work starts immediately". If successful, the work will lead to a follow-on production contract likely to be worth around $120 million to Elbit and to run through 2014.Elbit and its wholly owned Brazilian subsidiary Aeroelectronica (AEL) will supply a new main mission computer and weapons management system for the modernised AMX fleet, plus replacement cockpit displays and other undisclosed equipment. Elbit's Israeli subsidiary Elisra Electronic Systems will provide new electronic warfare equipment under subcontract to AEL.

Signed on 10 November, the AMX deal follows earlier collaboration between Embraer and Elbit on the Brazilian air force's Embraer EMB-314 Super Tucano trainer/light attack aircraft and Northrop F-5BR fighter upgrade.

Brazil's active AMX inventory totals 60 A/T-model aircraft, according to Flight's MiliCAS database. The type is also in service with the Italian air force.

Ils ont récemment doublé leur budget défense, et en plus leur économi est en croissance (ou l'était avant la crise) alors par rapport à avant, c'est la fête avec beaucoup d'argent. Le Brésil peut compter sur l'une des meilleures armées d'Amérique Latine, et la mieux équipée du sous continent, avec l'armée chilienne (première force blindée de la région : 120 Léopard 2A4 et 400 Léopard 1 modernisés), la preuve les soldats Brésiliens n'ont rien à envier aux américains question armement équipement personnel….

Et ils ont une très bonne réputation en matière de combat urbain, ce qui peut s'avérer très utile en OPEX. Les gangs haitiens des bidonvilles de Port-aux-Princes s'en souviennent encore.

Le Brésil souhaite acquérir du matériel de guerre russe, notamment des aéronefs et des véhicules blindés, a confié à RIA Novosti Mikhaïl Dmitriev, directeur du Service fédéral russe pour la coopération militaire et technique (FSVTS). "Nous signons aujourd'hui un accord-cadre intergouvernemental qui définit les grandes options de notre coopération ", a-t-il affirmé. D'après M. Dmitriev, le Brésil "est intéressé par les hélicoptères et les systèmes mobiles de DCA". "Nous étudions également les possibilités de livraison de véhicules blindés et d'avions d'entraînement. Selon toute probabilité, ce seront des Yak-130", a fait savoir le directeur du FSVTS, ajoutant qu'il était prématuré de parler des contrats concrets et de leurs montants. "Un important travail préalable est à effectuer", a-t-il conclu.

Brazil Reveals Helicopter Purchases from Russia

RIO DE JANEIRO - Brazil revealed that it had bought 12 attack helicopters from Russia on October 23, after a visit here by Russian President Dmitry Medvedev on Nov. 26.

The deal, which had not previously been announced, appeared in a memorandum of understanding signed by the Russian leader and Brazilian President Luis Inacio Lula da Silva.

"The parties recognize as a promissory accord … some activities outlined during the celebration of the supply of the 12 Mi-35M helicopters for the Brazilian Air Force," part of the text read.

Brazil and Russia "declare their conviction of the mutual benefits that can come from the continuation of the cooperation started with the negotiations relative to the fleet of attack helicopters."

The Brazilian government confirmed the purchase in a joint statement released after Medvedev's departure.

Medvedev signed accords to deepen military cooperation with Lula in Brazil earlier, but they did not close concrete agreements.

After the meeting the Russian president traveled to Venezuela - which has adopted Cuba's role as the leading anti-American voice in the region - as Russian and Venezuelan warships conduct joint military maneuvers.

Qu'est-ce qu'il arrive au brésil? quelqu'un leur a fait des menaces?

Ben déjà, le Brésil veut se remettre à niveau, car son matériel est vieillissant. De plus, il veut être un acteur régional s'il ne l'est déjà, et une armée à niveau renforcera sa crédibilité. D'où des achats ou intentions d'achats tout azimuth.

Quand aux menaces, je ne sais pas s'il y a quelque chose de concret. Mais l'Amérique Latine n'est pas réputée pour être un secteur calme.
