Un contrat GB/Arabie remis en cause (US)
Le contrat géant signé entre la Grande-Bretagne et l'Arabie Saoudite pour la fourniture de 72 avions de combat Eurofighter pourrait être remis en cause en raison de dissensions au sein du gouvernement américain, a affirmé aujourd'hui le Financial Times sur son site internet.

Selon le journal britannique, qui cite de hauts responsables américains, le Département d'Etat, dont l'aval est nécessaire en raison de l'exportation de technologies américaines sensibles, souhaiterait donner son feu vert à ce contrat signé l'an dernier, portant sur la fourniture de 72 Eurofighter pour 20 milliards de livres, et pour lequel le groupe de défense britannique BAE Systems a été désigné "principal fournisseur".

Mais le Département américain de la Justice s'y opposerait en raison des soupçons de corruption qui entourent Al-Yamanah, un précédent contrat d'armement géant conclu entre la Grande-Bretagne, l'Arabie Saoudite et BAE à partir des années 1980, a expliqué le FT.

Woolf report makes 23 recommendations to BAE Systems

Lord Woolf has made 23 recommendations for strengthening the ethical approach of BAE Systems - including the adoption of a global code of business conduct and the appointment of a senior executive to oversee its implementation - in a report that was published on 6 May.

Lord Woolf of Barnes chaired a committee that was established in the wake of "allegations of bribery and corruption in connection with the award of defence equipment contracts in a number of countries", the report stated. These allegations were focused mainly on the Al Yamamah deal between the UK and Saudi Arabia.

The committee was tasked to "identify the high ethical standards to which a global company should adhere; identify the extent to which BAE Systems … currently meets these standards; and recommend the action that the company should take to achieve such standards".

BAE Systems' board has undertaken to implement all of the recommendations, which is "an unprecedented step for a major company", according to the committee.

"The committee's publication of this report is an important step towards BAE Systems' objective of achieving benchmark standards of governance in the conduct of its day-to-day business," said Dick Olver, the company's chairman.

The Woolf report made 23 recommendations, including the formulation of a comprehensive global code of ethical business conduct. This should reflect "the high standards of ethical business conduct consistent with the aspiration and intention to become a leader among global companies", the report stated.

Every company employee should undertake a training programme as part of the implementation of the global code and a senior executive should be given responsibility for the ethics programme, it added.

The Royal Saudi Air Force (RSAF) has ordered 91 F110-GE-129C engines to re-engine 41 twin-engine Boeing F-15S aircraft. This order follows the 2007 Royal Saudi selection of 65 F110 engines to re-engine 29 F-15S aircraft. The combined value of the two Royal Saudi orders–156 F110 engines and the logistics support package–exceeds $750 million, with engine deliveries beginning later this year. In selecting the GE engine, the RSAF cited the F110's high performance, safety and reliability and cost-effective operation. "We welcome the opportunity to support the Royal Saudi Air Force and its front-line fighters," said Al DiLibero General Manager, Evendale Turbofan and Turbojet Department at GE Aviation. "This selection reinforces the growing acceptance of the F-15/F110 combination among international operators." The F110-GE-129 engine model to power the RSAF aircraft incorporates GE's Service Life Extension (SLEP) hardware, which includes highly successful 3D aero technology derived from the CFM56* commercial engine family plus upgrades to the combustor and high-pressure turbine. The enhancements can help provide up to a 25 percent improvement in cost-per-flying hour, a significant on-wing increase and elimination of special inspections…

Boeing to Upgrade Radar on Saudi AWACS Fleet

SEATTLE: The Boeing Company has been awarded a contract for the initial phase of upgrading the radar on Saudi Arabia's fleet of five E-3A Airborne Warning and Control System (AWACS) aircraft.

The Foreign Military Sale, not to exceed $42 million, was contracted through the Electronic Systems Center at Hanscom Air Force Base, Mass. This first phase includes a study to determine which parts are obsolete and no longer available, then locating and testing parts obtained from new sources for the modification. Phase one also includes purchase of many long lead parts and the start of software design.

The next phase involves production and installation of the Radar System Improvement Program (RSIP) kits, software integration and testing, and crew training. Phase two is scheduled during the time frame of a follow-on contract expected to be awarded in 2009.

The RSIP kit, built principally by Baltimore-based Northrop Grumman Electronic Systems under subcontract to Boeing, consists of a new radar computer, a radar-control maintenance panel, and software upgrades to the radar and mission-system programs.

"RSIP increases the AWACS aircraft's radar sensitivity, allowing it to detect and track smaller targets," said Mark Mills, Saudi AWACS programs manager for Boeing. "It also improves the radar's existing computer with a new, highly reliable multiprocessor; rewrites the software to facilitate future maintenance and enhancements; and shortens the maintenance and repair cycle."
RSIP kits have been installed on the U.S., U.K., NATO and French AWACS fleets.
