    Sweden Offers Brazil Partnership Deal

    Published: 25 Nov 2009

Helsinki - Swedish Defense Minister Sten Tolgfors will lead a high-level delegation that will meet for two days of talks, beginning Nov. 25, with Brazilian defense and state officials in Rio.

A possible collaboration between Sweden and Brazil hinges on Brazil agreeing to purchase the Gripen, a Swedish export-driven combat aircraft. (U.S. Air Force) The discussions mark an escalation in the Swedish government's push to persuade Brazilian authorities to engage in a broad aerospace partnership with Sweden. The possible collaboration hinges on Brazil agreeing to purchase the Gripen, Sweden's export-driven combat aircraft.

"The Brazilian government is close to making a decision on which type of fighter plane to purchase, even though the exact decision date is not known. We want to use every opportunity to highlight the Gripen, and we hope to be able to advance Sweden's interest in this," Tolgfors said.

Brazil has shortlisted Boeing's F/A-18 Hornet, Saab's Gripen and the French company Dassault's Rafale as candidates in the final round of the aircraft selection process, which centers on the purchase of up to 36 aircraft.

Sweden is offering a broad aerospace and industrial partnership with Brazil that includes capital participation in the development of the next-generation Gripen.

Tolgfors and the Swedish delegation have scheduled meetings with Brazilian President Lula da Silva, Defense Minister Nelson Jobim and Sen. Eduardo Azeredo.

The Swedish delegation includes Ake Svensson, Saab's CEO, who is set to meet with the heads of Brazil's military and civilian aviation and aerospace industries.

The partnership structure being proposed by Sweden would allow Brazil to become directly involved in the development, manufacture and sale of the Gripen NG worldwide. Brazil would become an equal partner, and the aircraft bought would be produced in Brazil, which would also have exclusive rights to sell the Gripen NG to other South American states.

Another trump card in Saab's offer is that Brazil would have the full freedom to choose weapon systems for the fighter. Sweden has spiced up its offer by guaranteeing a countertrade package worth 175 percent of the aircraft order value.

For its part, Saab has offered to become a partner in the development of the future military transport aircraft Embraer KC-390, expressing an interest in purchasing the aircraft to support its long-term tactical transport needs. France has also expressed interested in purchasing the KC-390 if Brazil selects the Dassault Rafale.

Leaked report: Brazilian air force 'wants Gripen'
    By Jackson Flores Jr

Brazil's F-X2 fighter programme could be the subject of further delays, after a summary of the air force's 30,000-page evaluation report was leaked to one of the country's leading newspapers.

The Folha de São Paulo newspaper reported that the air force's F-X2 procurement programme committee has ranked Saab's Gripen NG as its first-choice candidate for the deal, initially for 36 aircraft, due to its lowest acquisition and operating costs. It is followed closely by Boeing's F/A-18E/F Super Hornet Block II.

The report confirms rumours that have been floating since October 2009 and heightens tensions between the air force and President Luiz Inácio Lula da Silva. Late last year the Brazilian president stated his preference for the Dassault Rafale, which was reportedly ranked third by the service.

Air force sources have raised concerns that a decision could be deferred until after this year's presidential elections, or that the long-running fighter selection process could be postponed again.

    Image

The leaked summary suggests that the F3-standard Rafale was ranked last because of its high purchase price and operating costs. A related technology transfer package - a key element of the F-X2 selection criteria - was also deemed inadequate, the report says. Embraer is believed to have shown little interest in participating in production of the Rafale, after it was offered the opportunity to manufacture the wings for Brazilian examples.

Saab claims that its Gripen NG proposal - which is backed by the governments of Sweden and the UK - will provide higher technology transfer yield for Brazilian companies. Selex Galileo on 5 January announced that it has signed a memorandum of understanding with local firm ATMOS Sistemas to develop active electronically scanned array radar technologies to Brazil.

Selex, which is developing its Vixen 1000E/Raven ES-05 for use with the Gripen NG, says the relationship could also cover AESA systems for other fixed-wing aircraft, helicopters and unmanned air vehicles.

Following the news report, the air force issued a statement saying that while its evaluation report of the fighters has been completed, it has not yet been forwarded to the defence ministry for assessment. A Dassault source says that such local press reports should be "handled with caution".

Although the F-X2 programme initially covers the purchase of 28 single-seat fighters and eight mission-capable trainers to equip three squadrons, it could eventually rise to up to 120 aircraft. The selected type will replace the air force's Alenia/Embraer AMX strike aircraft, upgraded Northrop F-5EM/FMs and Dassault Mirage 2000C fighters.

  • Helibras Will Upgrade 34 Eurocopter Helicopters for the Brazilian Army

(Source: Eurocopter; issued Jan. 7, 2010)

MARIGNANE, France — Helicópteros do Brasil S.A. - Helibras, Eurocopter subsidiary in Brazil, signed on the 24th of December 2009 a contract to upgrade 34 AS365K Panther helicopters of the Brazilian Army Aviation.

This is the largest service contract signed by the Brazilian subsidiary in more than 30 years of presence in the country. This Programme will lead to a new generation of Panther helicopters that benefit from the last technical evolutions developed by Eurocopter.

The objective is to extend the life of the current fleet by at least 25 years thank to modernisation (32 aircraft) and reconstruction (2 aircraft).

The upgrade consists of new Turbomeca Arriel 2C2 CG engine managed by a FADEC (Full Authority Digital Engine Control) with up to 15% increased continuous power and various contingency ratings.

The cockpit will be enriched with new digital radio communication systems (Proline 21) and full Glass cockpit (various enlarged last state-of-art displays for Primary Flight, Navigation, Tactical and miscellaneous information).

The introduction of this new man-machine interface coupled with the 4-Axis Autopilot will significantly reduce the pilot workload for better night and day mission accomplishment.

Four aircraft will be upgraded per year. Deliveries are expected to take place between 2011 and 2021.

The Panther fleet was purchased in 1988 by the Brazilian government when the Brazilian Army Aviation created the 1st Army Aviation Squadron (1º BAvEx) at Taubaté (Sao Paulo). They are now operated by the army as troop transport and light support platforms. The Panther is a variant of the Dauphin, a proven-powerful medium family well appropriate for each need.

The upgrade of the Panther helicopters will be performed by Helibras Engineering Center. This entity that was set-up to support the deal signed a year ago between the Brazilian government and a consortium formed by Helibras and Eurocopter for the local production of 50 EC725 helicopters for the Brazilian Armed Forces.

As part of this upgrade, engineers, technicians and logistic staff from the Brazilian Army Aviation will be involved in all the stages of the programme and receive “on-the-job” training courses for technical know-how transfer.

Helibras is the only Brazilian helicopter manufacturer. Founded in 1978, Helibras has facilities in the states of Minas Gerais, São Paulo, Rio de Janeiro and Brasilia and employs more than 300 highly skilled staff. Helibras produces 30 aircraft per year in Itajubá (Minas Gerais) and covers the civil, government and military markets. Since its foundation, Helibras has delivered nearly 600 helicopters, of which more than 70% are the Esquilo. The 2008 turnover was 112.1 million USD, 22% higher than in 2007.

Established in 1992, the Franco-German-Spanish Eurocopter Group is a Division of EADS, a world leader in aerospace, defence and related services. The Eurocopter Group employs approx. 15,600 people. In 2008, Eurocopter confirmed its position as the world’s No. 1 helicopter manufacturer in the civil and parapublic market, with a turnover of 4.5 billion Euros, orders for 715 new helicopters, and a 53 percent market share in the civil and parapublic sectors.

    - USA
    - Russie
    - GB
    - France
    - Chine, enfin, je me comprends

CATOBAR : Conventional Take-Off But Arrested Recovery, catapultes et brins d'arrêt,
STOBAR : Short Take-Off But Arrested Recovery, tremplin et brins d'arrêt,
