  • Norway Requests Sweden to Bid for F-16 Fleet Replacement

    The Royal Norwegian MoD has requested FMV, Sweden’s Defence Materiel Administration, to submit binding proposals for the replacement of its ageing fleet of F-16’s with the Gripen fighter.

    The Royal Norwegian Ministry of Defence has announced that its F-16 fleet is foreseen to reach the end of its technical and operational lifespan around 2015, and that it has a need to acquire a future combat aircraft capability to replace its F-16 fleet.

    In order to meet the Norwegian Parliament’s target of approving the future combat aircraft acquisition process by Spring 2009, the Royal Norwegian Ministry of Defence has issued a Request for Binding Information (RBI) to FMV, as well as two other suppliers.

    The invitation from the Norwegian authorities to FMV to bid, follows the recent receipt of similar invitations from India, Switzerland, Denmark and Thailand, and is further evidence of the big interest Gripen is generating worldwide. FMV’s response to the Norwegian MoD RBI is required to be submitted on 28 April 2008.

    Hans Rosén, Gripen International’s Sales and Marketing Director for Norway, is confident that FMV will present a very attractive offer to Norway.

    “We are delighted that Sweden, through FMV, has been invited to propose what we confidently believe will be the complete solution to meet Norway’s future combat aircraft requirements. Gripen is the most cost effective, true multi-role fighter aircraft available on the market. It is the ideal new generation fighter to meet Norway’s needs for the defence of its national territory, including surveillance of the high North, and participation in international, multi-national forces.

    Hans Rosén also emphasized the Gripen team’s unrivalled record in the defence industry in developing and delivering successful win–win industrial co-operation.

    “For the Gripen team, good offset means partnerships - lasting business-driven relationships that generate long-term mutual benefits. We are confident that we will propose an outstanding industrial participation package, based on the strong business relations already forged between Norwegian and Swedish industry as a result of the historic Letter of Agreement signed by the Norwegian Department of Defence and Gripen International in April 2007”.

    He continued “I am confident that FMV will submit the most competitively priced package which will meet, or exceed, Norway’s requirements”.

    Gripen is already in-service with the air forces in Sweden, Czech Republic and Hungary and deliveries to the South African air force will begin this year. Gripen is also operated by the UK’s Empire Test Pilot School (ETPS) for training test pilots worldwide.

    The procurement process between the Thai and Swedish governments, following Thailand’s selection of Gripen to replace the Royal Thai Air Force F-5 aircraft, is also nearing conclusion. (ends)

  • Tight time schedule for aircraft bid

    The producer of the US Joint Strike Fighter (JSF), Lokcheed Martin, will not be able to meet the deadline for bidding for the delivery of new jet fighters for Norway, Klassekampen reports.

    The producers of the Swedish aircraft Gripen say they will be able to put forward a complete bid by the deadline in two weeks time. The European producers of the jet fighter Eurofighter has earlier withdrawn from the competition, saying they feel the JSF has been favoured all along. Aftenposten quotes a letter from the Eurofighter manufacturers, in which it states:

    - The Eurofighter consortium continues to feel ill at ease with the current process, and has accordingly concluded that it should suspend its involvement in Norway's combat aircraft programme.

    On Saturday Aftenposten reported that the producers of Swedish Gripen would be able to deliver the aircraft at half the cost of the US made JSF. Norway plans to spend between 70 and 140 billion on new combat aircraft.

  • Norway and Sweden conducted a cross-border air force exercise in Norwegian air space for the first time, reports from Oslo said Wednesday. Three Swedish Jas Gripen aircraft crossed the border Monday afternoon to participate in a joint exercise with the Norwegian Air Force in an area of Nordland county in northern Norway, the Norwegian public broadcaster NRK reported. "We are opening the border between the countries in this cooperation, and in this way we cut costs," Swedish Air Force Major Karl-Johan Edstroem was quoted as saying. "Earlier, we needed consent from both the Norwegian and Swedish governments each time we crossed the border. Now all that is needed is for me and my counterpart in Norway to agree before we carry out the exercise," Edstroem added. Norway is a member of NATO while Sweden is a military non-aligned country.

  • Today, Sweden’s offer was submitted regarding Norway’s tender for new fighter aircraft. If they choose Gripen, Saab promises extensive industrial cooperation with a number of Norwegian companies.

    The Swedish Defence Material Administration (FMV) handed over Sweden’s offer on behalf of the Swedish Government. The 48 Gripen next generation fighters that Sweden has offered will meet all the requirements that Norway has specified in the tender documentation for its new fighter aircraft. Norway expects to come to a decision early in 2009.

    Extensive cooperation within a number of businesses

    In connection with a Gripen deal with Norway, Saab is planning for extensive cooperation with Norwegian industry; generating work openings and technology transfers within the defence industry as well as a number of other businesses.

    As part of this, a number of cooperation agreements with Norwegian companies were announced in Oslo today:

    – Kongsberg Defence & Aerospace AS
    – Thales Norway
    – Nammo
    – Simrad Optronics ASA
    – Natech, and
    – TotAlgroup

    “We are convinced that our offer provides a historical opportunity for strong and long lasting relations between Norway and Sweden in defence and security related areas as well as a broad range of industrial sectors. Up to date we have identified more than 200 partners in all of the Norwegian fylker. Today we can guarantee an industrial cooperation in excess of 100 percent of order value. Furthermore we can see a potential business value of at least an additional 100 percent within defence and non-defence sectors,” says Saab’s CEO Åke Svensson.

    Parts of the cooperation agreements are dependent on Norway purchasing Gripen.

    The cooperation agreement with Kongsberg is an important part of the cooperation and valued at more than 12 billion NOK, spread over 10-15 years. The cooperation with Kongsberg is extensive and the focus is on the areas of composites and missiles. Prioritised projects are the cooperation within the Gripen programme and Kongsberg’s newly developed anti-ship missile JSM.

    More cooperations

    Saab is also cooperating with Norwegian companies within optics and system development for Unmanned Vehicles, UAVs, (Simrad), communications equipment (Norwegian Thales), ammunition for Gripen (Nammo), cabling, panels and racks (Natech), as well as design and structural parts for Gripen (ToTAlgroup) and more.

  • Saab Strengthens Fighter Offer to Norway

    In an attempt to strengthen its next-generation fighter aircraft bid with Norway, Saab has tendered a supplementary report to the country's Ministry of Defense (MoD) that offers more industrial offsets to Norwegian industry.

    The Swedish aerospace giant is competing with Lockheed Martin for a contract to deliver 48 fighter jets to the Royal Norwegian Air Force (RNAF). The contract is due to be awarded next year, and Saab is offering its JAS Gripen against Lockheed's F-35 Joint Strike Fighter (JSF).

    Saab's sweetened offer comes amid reports within the Armed Forces Command (AFC) and the MoD that Lockheed's JSF team will underpin its existing bid to the MoD by presenting a firm offer on price and delivery schedules by April 2009.

    "The fixed price and delivery guarantees are unlikely to happen before the Norwegian government makes its fighter choice," said an MoD source. "It is also possible that Lockheed Martin will offer similar price and delivery terms to all partner nations that commit to purchasing the aircraft."

    The JSF's partner nations comprise Australia, Britain, Canada, Denmark, Italy, the Netherlands, Norway and Turkey.

    Saab and Lockheed submitted separate tenders to Norway for 48 aircraft on April 28, with parallel proposals governing industrial packages on offer to Norway.

    "We have been in discussion with over 200 Norwegian small and medium-sized, as well as larger companies since Saab offered the industrial collaboration in April," said Åke Svensson, Saab's CEO. "Together, we have defined over 150 different collaboration projects. As part of this work, we have been able to identify partners across all of Norway's provinces."

    Saab's April bid guaranteed industrial collaboration equivalent to 100 percent of the order value.

    "We have since seen even greater potential in collaboration possibilities," Svensson said. "Saab and Norway's industry sector have identified collaboration projects to such an extent that we can now increase our commitment, regarding industrial collaboration projects, to at least 180 percent of the offset value over a period of 10 to 15 years. Our discussions will continue."

    Je ne sais pas si ils ne sont pas touchés par la crise, mais quand on a des finances saines et pas de dette, ça aide drôlement en cas de crise !! (la Norvège est un des rares pays à ne pas avoir de dettes !)

    HELSINKI - In a possible new setback to Lockheed Martin's efforts to sell the F-35 Lightning II to Norway, three of Norway's most powerful industry and labor organizations have adopted a joint position that backs the procurement of the Swedish Gripen-NG.

    The organizations, which comprise Forvars og Sikkerhetsindustriens Forening (the Norwegian Defense and Security Industries Association), Landsorganisasasjonen Norge (Norwegian Confederation of Labor Unions) and Norges Ingenior of Teknologorganisasjon (the Norwegian Association of Engineers and Technology Specialists), described the JAS Gripen as "an overall better alternative" for Norway.
    The joint report also claimed Sweden's industrial cooperation package and offset terms were superior to that offered by Lockheed.

    Norway plans to purchase 48 multirole fighters to replace the Air Force's aging fleet of F-16s. "The Swedish-made multirole fighter, and the industrial cooperation terms offered, would benefit Norway's defense industry more than the offer made by the U.S. rival," said the report.

    The report said the high-technology contracts and "spin-off ventures" proposed by Saab carried more overall value than similar terms that have been extended by Lockheed.

    "The Swedish offer presents a unique opportunity to secure the future development of Norwegian industry, both military and civilian," said Torbjorn Svangard, the head of the Norwegian Defense and Security Industries Association.

    OSLO - Norway has agreed on a multi-billion euro deal to buy jet fighters from the U.S. defense firm Lockheed Martin, the government announced Nov. 20.

    Norway chose to order an unspecified number of the Joint Strike Fighter (JSF) plane, also known as the F-35, instead of the Swedish-built Gripen jet, which was also under consideration.

    "The JSF is the only one of the two candidates to fulfill the operational requirements that the government set out for Norway's new fighter planes," a government statement said.

    The JSF order cost six billion kroner (6.7 billion euros, $8.4 billion) less than its Swedish competitor, the Norwegian government said without giving precise figures on the total value of the deal.

    Norway wants to replace its aging fleet of U.S. F-16 warplanes over the next decade.

    The Eurofighter consortium, a joint venture between Britain, Germany, Spain, and Italy, pulled out of talks at the start of the year. The group claimed Norway was biased in favor of Lockheed Martin.
