Original notification of a possible Foreign Military Sale (FMS) was made by the Defense Security Cooperation Agency (DSCA) to Congress for up to 26 armed helicopters on July 28, 2006. A further DSCA notification for 14 additional aircraft was made to Congress on September 9, 2008, with these to be configured for the troop transport role – it seems that this latter order is to be progressed first. The United Arab Emirates Air Force & Air Defence (UAE AF&AD) operates ten S-70A Black Hawks at Al Bateen Air Base near Abu Dhabi. In addition to the UH-60s, the DSCA notified Congress in December of two possible FMS to the UAE, one being a $119 million sale of 12 C-130J-30 aircraft plus support package and a second for a $501 million logistics support, training and related systems package for the four C-17 Globemaster III aircraft already ordered. In an announcement made on February 25 it was revealed that the C-130J-30 had been selected to replace the UAE AF&AD’s existing fleet of C-130H Hercules aircraft. It is expected that four of the aircraft will be delivered to KC-130J specification.
